One itsy bitsy difference that is overlooked here is liability, While they are both insurance that is where the similarity ceases. In a workmans comp, claim the Insurance company is 100% liable to treat the injury no matter the cost.
Health insurance enumerates what things they will cover and are only liable to provide those services.
Comparing this state run agency with Obamacare is like comparing apples to battleships
